Create land:
Save your city. Run roads or power lines across water. Go to the window that shows the population, and choose the globe in the far right corner. Choose "Edit Terrain". Choose "Large Trees". Place the trees over the roads/power lines. Then, exit "Edit Terrain" and bulldoze the trees.
