Use cheats with v1.11 or higer
Just enter the target path as
+set cheats 1 +set ui_console 1 +set thereisnomonkey 1
Notice that there is no +set developer 1; and that +set cheats 1 and +set ui_console are switched.

For the ones that dont have them, here they go:
To enable cheat mode, start the game with the following parameters:
+set developer 1 +set ui_console 1 +set cheats 1 +set thereisnomonkey 1
in other words

You have to put this is the shortcut +set developer 1 +set ui_console 1 +set cheats 1 +set thereisnomonkey 1
Then, while in the single-player game, press "~" to bring up the console and type any of the codes listed below:
dog - God Mode
wuss - All Weapons & Ammo
map mapname - jump to another level
fullheal - Full Health
noclip - No Clipping (Go Through Walls)
notarget - Show Game Version
fullheald - Heal player
listinventory - List of the player's inventory
tele x y z - Teleport to location
coord - Prints out current location and angles
health - set current health
kill - Kills the player
giveweapon weapons''weapon_name''.tik - Gives the player the specified weapon
toggle cg_3rd_person - 3rd person view

NOTE: To start the game with those parameters, you must modify the shortcut for the game by right clicking on the shortcut and selecting properties. Then, change the TARGET box to add in the command-line cheat. Simply add the "+set ui_console 1 +set cheats 1 +set thereisnomonkey 1" to the end of where your shortcut points to.
Example:
C:moh demoMOHAADemo.exe +set ui_console 1 +set cheats 1 +set thereisnomonkey 1
If your target contains quotations, you must put the parameter OUTSIDE of the quotations.
Example:
"C:moh demoMOHAADemo.exe" +set ui_console 1 +set cheats 1 +set thereisnomonkey 1
