Lagshot for:
For normal Half-life :

copy the files into your cstrike directory (e.g. C:SierraHalf-lifecstrike)
start lagshot.exe
in the game press alt + l
then press ^ for the console type: exec lagshot.cfg
if you haven´t got a console rename the hl executable to: hl -console
For official Counter-Strike (generation-pack):

start lagshot.exe
in the game press alt + l
then press ^ for the console type: exec lagshot.cfg
if you haven´t got a console rename the cstrike executable to: cstrike -console
